YouTube counts views better, but even that isn't exactly representative. You need to look at retention to have any idea how many people actually watched a video.
A video which is an hour long, with 10,000,000 views, and an average retention of 60 seconds, wasn't actually watched by many people. And you can't even really look at average there to understand how many people watched the whole video. Average retention of 30 minutes on that same video could mean 5 million people watched the whole thing, and 5 million people watched only enough to count as a view, or it could mean (in theory) that 10 million people watched half of it, and 0 people saw the last 30 minutes! And, of course, all manner of other configurations.
